Factors Influencing Empowerment of Social Workers in Public Sector

Abstract
This study aims to define the concept of empowerment and to examine the level of empowerment of social workers who are dealing with public aid programs in pubic sector. It also tries to prove empirically the relationships between some factors such as job specification, organizational climate, professional capability and internal external control, and the level of empowerment. Major research findings ca be summed up as follows.
First, the level of empowerment of social workers in public sector is 3.4 of 5 , which is nor that high but slightly over the mid-level. More specifically, while the level of self empowerment and worker relationship empowerment is 3.5, the level of worker-client relationship change empowerment is 3.2 representing relative weakness on perceiving the relationship with client positively. The level of empowerment of social workers in public sector about job characteristics, organizational climate and professional capability are also a little bit over the mid-level. The level of job characteristics is 3.8, highest among them, and the level of organizational climate professional capability are 3.2 and 3.1 each.
Second, the independent variables show up influence with controlling of major control variable of internal external control but it is different depending on the locus of control.
Overall, job characteristics, organizational climate and professional capability make significant influence on each sub-levels of empowerment. With the controlling of locus of control, the individual variables in their sub areas show up some influences although it is differentiated by locus of control.
